Meet The Board: Scott Reynolds


Scott Reynolds serves as Vice Chair for the WDB’s Board of Directors. Here is a little bit about Scott, both personally and professionally.

Why did you join the Board? I have been a member of the Board of Directors of Solano EDC for over 15 years. During the first years, the Board received regular reports from the President/Executive Director. Ten years ago, I decided I wanted to learn more about the organization and promote its mission - and what better way to do so than join!

What is a typical day for you? I usually start work around 6:45 am and finish around 5:30 pm. My day is filled with client phone calls and meetings, document drafting for business and estate planning matters, and attending to management of the law firm. And, I always get in a work out at the gym

If you were given $500,000 to invest in workforce what would you invest in and why? I would invest the money to better promote and expand WBDs jobs training program, specifically for those displaced workers whose skills/experience no longer meet the ever-changing needs of employers and for those workers who want to upgrade their skills in order to seek a better career. These services are currently provided by WDB - but they are a hidden resource in our community.

What do I enjoy most about the WDB? The diversity of members of the Board, the professionalism of the staff and the opportunity to learn.

What was the last book you read? John Grisham’s The Guardians.

Prison to Employment


A Better Way Out

On January 20th the Rourk Vocational Training Center hosted the Construction Pre-Apprenticeship Training Program. Eight (8) incarcerated students were selected and enrolled in the vocational training program.

The training partnership includes Solano County Sheriff’s Office, Workforce Development Board of Solano County and the Laborer’s Community Service and Training Foundation. The partnership agrees that: “Inmates who receive general education and vocational training are significantly less likely to return to jail after release and are more likely to find employment that peer who do not receive such opportunities.”

The Sheriff’s Office intends to utilize the training facility to host educational and vocational programs in automotive maintenance, welding, carpentry, and introduction to the union trades and other courses as identified.

The training course includes OSHA 10 Safety Certification, First Aid/CPR, Confined Space, Hazardous Waste Removal and Fundamentals of Construction.

Upon completion of the course, participants will be issued a certificate of completion and will have opportunities to apply for and interview for positions with the union in the local and surrounding areas.

New Developments Regarding COVID-19


New Developments Regarding COVID-19 and Solano Public Health Recommendations

Due to evidence of ongoing community transmission of COVID-19, Solano Public Health is taking further steps to protect the health of our community members by providing guidance and recommendations that will slow the spread of the novel coronavirus, reduce the number of people infected and, most especially, protect those who are most vulnerable to severe COVID-19 illnesses. These are important steps for vulnerable populations and their family members, event organizers, workplaces, schools, and the general public to keep our community safe. The attached recommendations are effective as of March 11, 2020. These measures are in place initially through March 31, 2020, and Public Health will continue to assess their impacts to determine if adjustments need to be made.

Solano County Public Health Officer, Dr. Bela Matyas, gave an update on COVID-19 to the county Board of Supervisors at their meeting on Tuesday, March 10, 2020. You can watch the video by clicking here.

Dr. Matyas’s number one recommendation is to avoid hand to hand contact with individuals, and if you do have hand to hand contact, to wash your hands or use hand sanitizer to avoid spread.

WDB Actions
The WDB will continue to monitor developments regarding COVID-19 and we anticipate additional information from public health authorities and to staff and partners over the next month. However, the WDB will continue to augment sanitation and disinfectant measures for staff and participants and continue to encourage all staff to be vigilant about hygiene measures.
